How the Institute Works

The Program. The Institute develops and coordinates two unique Fellowship programs: a program offered annually to selected state legislators and a special program selectively offered to state legislators currently serving under term limits. Fellows in the annual program participate in a series of weekend retreats over the course of a year.

Who Should Apply. The Flemming Institute encourages applications from elected state officials across the United States who are early in their tenure in their current office. Both self-nominations and third-party nominations are accepted. Eligibility is limited to legislators serving no more than 2 terms or 6 years. Candidates should possess the qualities of a connection to communities, a belief in the positive power of government, a commitment to public service and proven leadership ability.

The Selection Process. The Flemming Fellows Advisory Committee selects up to 35 Fellows each year to participate in each of the two programs. The Institute is committed to recruiting a bipartisan group of Fellows from varied geographical, professional and ethnic backgrounds. In an effort to promote the advancement of populations that historically have been underrepresented in the ranks of American government, the Institute gives special consideration to women and people of color.

Accommodations and Travel. The Flemming Institute covers the costs of tuition and room and board for all Fellows. Travel scholarships are available; participants are encouraged to secure travel funds from their state legislatures when possible.
